Food and Agricultural Resources Act of 1990 - Title I: Dairy - Amends the Agricultural Act of 1949 to extend milk price support and price reduction authorities through 1995. Extends authority through 1995 for: (1) the transfer of dairy products to the military and veterans' hospitals; and (2) the dairy indemnity program. Title II: Wool and Mohair - Amends the National Wool Act of 1954 to extend wool price support authority through 1995. Title III: Wheat - Amends the Agricultural Act of 1949 to extend wheat loan rate, target price, disaster payment, acreage limitation, and land diversion authorities through 1995. Title IV: Feed Grains - Amends the Agricultural Act of 1949 to extend feed grain loan rate, target price, disaster payment, acreage limitation, and land diversion authorities through 1995. Title V: Cotton - Amends the Agricultural Act of 1949 to extend cotton loan rate, target price, disaster payment, acreage limitation, land diversion, and skiprow authorities through 1995. Title VI: Rice - Amends the Agricultural Act of 149 to extend rice loan rate, target price, disaster payment, acreage limitation, and land diversion authorities through 1995. Title VII: Peanuts - Amends the Agricultural Adjustment Act of 1938 to extend through the 1995 peanut crop year authorities for suspension of marketing quotas and acreage allotments, national and farm poundage quotas, sale or transfer of farm poundage quotas, marketing penalties, and disposition of additional peanuts. Amends the Agricultural Act of 1949 to extend peanut price support authority through 1995. Title VIII: Soybeans - Amends the Agricultural Act of 1949 to extend soybean price support authority through 1995. Title IX: Sugar - Amends the Agricultural Act of 1949 to extend sugar price support authority through 1995. Title X: General Commodity Provisions - Subtitle A: Miscellaneous Commodity Provisions - Amends the Food Security Act of 1985 to extend agricultural payment limitation authority through 1995. Amends the Agricultural Act of 1949 to extend authorities through 1995 for: (1) deficiency and diversion payments; (2) Commodity Credit Corporation (CCC) sales price restrictions; (3) supplemental set-aside and acreage limitations; and (4) advance program announcements. Amends the Food Security Act of 1985 to extend authorities through 1995 for: (1) disaster payments for peanuts, soybeans, sugar beets, and sugarcane; (2) multiyear set-aside contracts; and (3) normal supply determinations. Amends the Food Security Wheat Reserve Act of 1980 to extend authority for the wheat reserve through 1995. Amends the Agriculture and Food Act of 1981 to extend authority for the National Agricultural Cost of Production Standards Review Board through 1995. Subtitle B: Uniform Base Acreage and Yield Provisions - Amends the Agricultural Act of 1949 to establish the acreage bases and program yields for the 1991 through 1995 crops of wheat, feed grains, upland cotton, and rice. Subtitle C: Honey - Amends the Agricultural Act of 1949 to extend honey price support authority through 1995. Title XI: Trade - Amends the Agricultural Trade Development and Assistance Act of 1954 to extend authorities through 1995 for: (1) local currency sales; (2) private enterprise promotion; and (3) sales and assistance agreements. Amends the Agricultural Act of 1949 to extend authority for furnishing agricultural commodities to developing and friendly countries through 1995. Amends the Food Security Act of 1985 to extend authorities through 1995 for: (1) the farmer-to-farmer program; (2) the food for progress program; (3) the targeted export assistance program; and (4) the short-term export credit program. Directs the CCC to provide commodity export enhancement assistance through FY 1995. Title XII: Conservation - Amends the Food Security Act of 1985 to extend authority for the conservation reserve program through 1995. Title XIII: Research - Amends Federal law to authorize appropriations through FY 1995 for agricultural research facilities grants and competitive research grants. Amends the Rural Development Act of 1972 to authorize appropriations through FY 1995 for grants to financially stressed farmers, dislocated farmers, and rural families. Amends the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to authorize appropriations through FY 1995 for: (1) grants to support higher education in the food and agricultural sciences; (2) animal health and disease research; (3) animal health and disease national or regional research; (4) agricultural research; (5) extension education; (6) aquaculture; (7) rangeland research; and (8) dairy goat research. Authorizes expenditures for agricultural technology research through 1995. Extends authority through FY 1995 for supplemental and alternative crops research and pilot programs. Amends the Food Security Act of 1985 to authorize appropriations through FY 1995 for: (1) grants to upgrade 1890 land-grant college extension facilities; (2) acquisition, construction, and repair of Federal agricultural research facilities; and (3) market expansion research. Title XIV: Food Stamp and Related Provisions - Amends the Food Stamp Act of 1977 to allocate funds for employment training through 1995. Extends pilot project authority through 1995. Authorizes appropriations through FY 1995 for: (1) the food stamp program; and (2) block grants to Puerto Rico. Amends the Agriculture and Consumer Protection Act to extend authorities for the commodity distribution and supplemental food programs through FY 1995. Amends the Agriculture and Food Act of 1981 to extend authority through 1995 for surplus commodities to nutrition projects program reprocessing agreements. Amends the Temporary Emergency Food Assistance Act of 1983 to reauthorize and extend the termination for such Act through FY 1995. Amends the Food Security Act of 1985 to authorize appropriations for nutrition education through FY 1995.
