Ticket Scalping Reduction Act of 1998 - Amends the Federal criminal code to prohibit, and set penalties for, using the mails or any facility of interstate or foreign commerce to scalp five or more tickets in a single transaction. Defines "scalp" as to resell, or offer to resell, a ticket at a markup of more than $5 or ten percent of its face value.
