Summary
Emergency Line Item Impoundment Act of 1988 - Amends the Impoundment Control Act of 1974 to require the President to transmit a special rescission of budget authority message to the Congress within three days after the date of enactment of the law providing such budget authority. States that amounts proposed to be rescinded in such message shall not be made available for obligation unless, within a 45-day period, the Congress has disapproved of such rescission. Provides that funds made available after the congressional disapproval of a rescission may not be proposed for rescission again.
