Summary
Establishes a National Offshore Operators Safety Advisory Committee to advise and consult with the Secretary of the department in which the Coast Guard is operating concerning safety aspects of all operations associated with the exploration for, and recovery of, mineral resources of the Outer Continental Shelf. Authorizes appropriations. Terminates the Committee five years after enactment of this Act.
