Summary

Amends part D (Child Support and Establishment of Paternity) of title IV of the Social Security Act to direct the Secretary of Health and Human Services to agree to make available for free the services of the Parent Locator Service, for locating any parent or child, to the agency designated by the President as the Central Authority for purposes of the 1980 Hague Convention on the Civil Aspects of International Child Abduction. Amends the Internal Revenue Code to permit disclosure of tax return information to Federal, State, and local child support enforcement agencies to locate individuals in connection with the abduction or wrongful restraint or retention of a child.
