Summary

Export Administration Judicial Review Act of 1988 - Amends the Export Administration Act of 1979 to revise procedures relating to the judicial review of civil penalties and sanctions imposed by the Secretary of Commerce for violations of the U.S. export control laws. Permits a party charged with a violation to file an appeal in the U.S. Court of Appeals for the District of Columbia. Amends the Administrative Procedure Act to include any hearing conducted with respect to such violations within the definition of an "adversary adjudication." Provides that a "civil action brought against the United States" shall include an appeal of a party charged with a violation under the Export Administration Act of 1979.
