Summary

Millennium Challenge Reauthorization Act of 2005 - States that it is U.S. policy to provide assistance under the Millennium Challenge Act of 2003 to reduce overall poverty through sustainable economic growth and development in countries that receive assistance under such Act. Amends the Act with respect to: (1) low-income and lower middle income candidate countries; (2) eligibility criteria; (3) Millennium Challenge Compact elements; (4) congressional consultation and notification; (5) suspension and termination of assistance; (6) disclosure; (7) Millennium Challenge Corporation powers; (8) personnel; and (9) authorization of appropriations. Transfers the Act from the Consolidated Appropriations Act, 2004 to the Foreign Assistance Act of 1961.
