Modifies the Mud Lake feature of the project for the western Tennessee tributaries, Tennessee and Kentucky, to provide that the requirements of local cooperation are: (1) to hold the United States free from damages due to the construction works; and (2) to maintain and operate all the works after completion in accordance with regulations prescribed by the Secretary of the Army.
