Summary
Provides that a Federal employee moving from prevailing rate pay systems to the General Schedule pay system without break in service of one work day or more is entitled to basic pay at the lowest rate of the grade to which he moves or in which he is placed which is not less than his rate of basic pay immediately before his move or placement plus any cost-of-living allowance to which an employee in the same or similar position in such grade under the same or similar working conditions may be entitled.
