Summary
Children's Chemical Risk Reduction Act - Requires any children's product or child care article that contains a phthalate to be treated as a banned hazardous substance under the Federal Hazardous Substances Act. Applies certain prohibitions of that Act to such product article. Provides that, if a manufacturer modifies a children's product or child care article that contains a phthalate to comply with such ban, it shall: (1) use an alternative to phthalates that is the least toxic; and (2) not use any of specified prohibited alternatives to phthalates.
