Directs the Director of the United States Fish and Wildlife Service to study the feasibility of establishing a National Angler's License (for the right to engage in recreational fishing in any State) and offering with such license a National Species Tag (for the right to engage in such recreational fishing for a particular species). Requires the study to include development of formulas for fees to offset any decreases in State revenues.
