Summary
Amends the Solid Waste Disposal Act to allow any State to prohibit disposal in the State of any solid waste imported from a foreign country. Exempts from such a prohibition foreign-generated waste received pursuant to an existing host community agreement that explicitly authorizes such receipt by a facility owner or operator that complies with all of the agreement's terms and conditions.
