Eisenhower Exchange Fellowship Act of 1990

Summary

Provides for a permanent endowment for the Eisenhower Exchange Fellowship Program. Authorizes appropriations. Requires that: (1) at least half of the annual income on such endowment be available only to assist U.S. fellows traveling to and studying in emerging European democracies; and (2) not more than half of such income be available to assist foreign fellows traveling to and studying in the United States.
