Summary

Emergency Federal Judgeship Act of 1990 - Requires the Judicial Conference of the United States to prepare and submit to the House and Senate Judiciary committees: (1) a report evaluating the impact of drug-related crime on the Federal district courts; and (2) recommendations on how additional U.S. district court judges should be allocated based on criminal drug-related felony filings per judgeship in each district. Directs the President to appoint 20 additional district judges after the allocation of such judges is determined by law enacted after the submission of such report.
