Summary
Guantanamo Detainee Transfer Impact Assessment Act of 2009 - Requires that the following conditions be met before a Guantanamo detainee may be transferred to any state: (1) a Homeland Insecurity Impact Statement (as set forth in this Act) has been prepared; (2) the President has submitted a copy of such Statement to Congress and to the governor and legislature of the affected state; and (3) the legislature of that state has consented to the transfer by a majority vote. Defines "state" to include the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands and any other U.S. territory or possession.
