Summary

Authorizes and directs the Secretary of Veterans Affairs to establish a program under which the Secretary makes awards to small business concerns owned and controlled by socially and economically disadvantaged veterans in order that such businesses may provide articles, equipment, supplies, services, and materials, and perform construction work for the Department of Veterans Affairs. Prohibits the Secretary, once such program is established, from participating in any other similar program outside the Department.
