Summary
Ethanol Fair Imports Act of 1986 - Amends the Tariff Schedules of the United States to provide a duty on ethyl alcohol (or any mixture containing such alcohol) that is used as a fuel. Grants duty-free treatment of such alcohol that is wholly produced within the U.S. territories. Amends the Caribbean Basin Economic Recovery Act to grant duty-free treatment of such ethyl alcohol that is wholly produced within a beneficiary country. Provides, under specified circumstances, a refund of additional duties paid on such alcohol.
