Summary

Great Sand Dunes National Park Act of 2000 - Authorizes the Secretary of the Interior to establish in Colorado the Great Sand Dunes National Park and the Great Sand Dunes National Park Preserve. Requires the Secretary to: (1) establish the Park as soon as sufficient lands have been acquired; and (2) include within the Park the Great Sand Dunes National Monument (established under prior law). Provides for appropriate land transfers and administration of the Park and Preserve as part of the National Park System. Authorizes the Secretary to acquire non-Federal lands and waters for inclusion in the Park or Preserve, including appropriate parts of the Luis Maria Baca Grant No. 4 as depicted on a specified map. Amends the Reclamation Projects Authorization and Adjustment Act of 1992 to protect water rights of the Park, the Preserve, and the Luis Maria Baca Grant. Directs the Secretary to establish the Great Sand Dunes National Park Advisory Council to advise the Secretary on the preparation and implementation of a management plan for the Park and Preserve. Authorizes appropriations.
