Summary
Requires Office of Personnel Management (OPM) regulations governing determinations of ineligibility for appointment to a position in an executive agency because of deliberate failure to register with the selective service to provide exceptions for: (1) the appointment of an individual who was discharged or released from active duty in the armed forces under honorable conditions; and (2) the continued employment of an individual, notwithstanding an appointment for which such individual was ineligible, if such individual has performed at least 10 years of civilian service in executive agencies, such individual's most recent performance rating was at least fully successful, and the employing agency determines that such individual's continued employment would be in the best interests of the government.
