Summary
Directs the Attorney General, in consultation with the Secretary for Health, Education, and Welfare, to prescribe standards for polling and registration facilities which will assure ready access by the handicapped and the aged. Permits designation of facilities for Federal elections which do not comply with such standards only where conforming facilities are unavailable. Requires States to provide alternative registration and voting methods for aged and handicapped persons assigned to inaccessible registration facilities or polling places. Requires that paper ballots be made available to persons unable to operate voting machines.
