Child Hostage Act of 1996 - Amends the Federal criminal code to impose penalties upon any person who, having custody or control over a child (under age 18), knowingly, and with reckless disregard for the child's safety, keeps that child in a situation in which such child could be endangered during a Federal law enforcement action.
