Summary

Second Amendment Restoration and Protection Act of 1998 - Repeals: (1) the Brady Handgun Violence Prevention Act (establishing a waiting period before the purchase of a handgun and an instant national background check system); (2) the Federal Firearms License Reform Act of 1993; and (3) the Public Safety and Recreational Firearms Use Protection Act (declaring unlawful the manufacture, transfer, or possession of a semiautomatic assault weapon). Extinguishes any liability, penalty, or forfeiture incurred under such Acts. Declares that any attendant enforcement or prosecution action shall not be sustained. States that Federal criminal law shall be applied as if such laws had never been enacted.
