Summary
Extends the Export Administration Act of 1969 to September 30, 1978. Increases the fines (1) for violation of regulations issued under such Act, (2) for certain exportation to Communist-dominated nations and (3) for certain other violations. Permits conditional deferral of such fines. Prohibits appropriations to carry out such Act after October 1, 1977, unless authorized by specific legislation. Authorizes appropriations for the Department of Commerce for fiscal year 1978 to carry out such Act.
