Summary
Department of Education, Training, and Careers Act - Establishes an executive department to be known as the Department of Education, Training, and Careers to be administered by a Secretary of Education, Training, and Careers. Declares the principal function of such Department to be the development, coordination, and administration of major Federal programs affecting education and manpower in the United States. Transfers to such Department the Education Division of the Department of Health, Education, and Welfare, and other specified educational functions of the Secretary of Health, Education, and Welfare; and specified educational functions of the National Science Foundation, the Community Services Administration, the Harry S. Truman Memorial Scholarship Foundation, and the Departments of Labor, Agriculture, State, and Housing and Urban Development. Redesignates the Department of Health, Education, and Welfare, and the Secretary of such Department as the Department of Health and Welfare, and the Secretary of Health and Welfare.
