Summary

Authorizes the Architect of the Capitol to relocate certain greenhouse and nursery facilities of the Botanic Garden presently located at Poplar Point to property located in D.C. Village in Southwest Washington, D.C. Authorizes the District of Columbia to grant the Architect all title and interest in such property. Directs the Secretary of the Interior to enter into an agreement with the District of Columbia under which the District shall construct, maintain, and operate certain facilities at Poplar Point that are designed to improve transportation in the Washington, D.C. area. Makes the District of Columbia responsible for all expenses arising from such relocation. Deems such relocation a Federal-aid highway project, eligible for 100 percent funding under the Surface Transportation Assistance Act of 1982.
