Summary

Provides that a brokerage license, authorizing the arranging of transportation for passengers and baggage, shall be issued, under the Interstate Commerce Act, only when the applicant: (1) is fit, willing and able to perform the service; (2) has, or will provide, appropriate and adequate facilities for performing such service; and (3) is authorized to perform such service with respect to air, water and rail transportation, or has had at least five years' experience in providing such service. (Amends 49 U.S.C. 311)
