Authorizes the Secretary of Transportation to make grants to any State for the study of specified features of drawbridges within the State and for the implementation of recommendations for the more efficient movement of motor vehicle traffic on and watercraft traffic under drawbridges within the State. Requires that any grant made for implementation of such recommendations shall cover no more than 50 percent of the costs incurred in such implementation.
