To limit the penalty that may be assessed under section 221 of title 13, United States Code, for not answering decennial census questions beyond those necessary for an enumeration of the population.

Decreases the amount of the penalty that may be assessed for refusing or neglecting to answer any decennial census schedule question so long as the schedule is returned complete with the responses necessary to permit a determination as to the number of individuals living or staying in the house, apartment, or other location involved.
