Directs the Attorney General to revise Canadian boater landing permit (Form I-68) regulations issued pursuant to the Immigration and Nationality Act. States that such revisions shall incorporate: (1) permit access through Immigration and Naturalization Service (INS) offices, the mail, or internet; (2) INS establishment of a toll-free information number; (3) alternative State access procedures; and (4) the requirement that only a boat's owner or operator obtain such permit.
