Summary
Mediterranean Fruit Fly Control Compensation Act of 1981 - Declares that the United States shall be liable for: (1) injuries to persons and property and costs incurred by businesses caused by any action taken by the Federal Government or a State or local government to eradicate the Mediterranean fruit fly; and (2) costs to State and local governments to carry out any such action directed by the Federal Government. Treats any claim arising under this Act as a tort claim arising from an act of an employee of the Department of Agriculture. Amends the Internal Revenue Code to allow as a deductible loss any uncompensated injury to a person or property or cost to a business caused by such an action.
