Summary
Amends the Small Business Act to require the Secretary of Commerce to obtain from prime contractors notice of proposed subcontracting actions to be taken by such contractors on defense procurement actions of $10,000 and above, or civilian procurement actions of $5,000 and above, and to publish notice of such proposed subcontracting actions in the United States Department of Commerce Synopsis of the United States Government Proposed Procurement, Sales, and Contract Awards. Provides that nothing in this Act shall require publication of such notices with respect to subcontracting actions which involve procurements which would be exempt from publication requirements under the Small Business Act.
