Summary
Amends the Solid Waste Disposal Act to authorize the Administrator of the Environmental Protection Agency to make grants to States or interstate agencies for up to 50 percent of the cost of construction of publicly owned or State permitted facilities for the neutralization, incineration, or recycling of hazardous waste. Prohibits construction of any secure landfill or other facility for the storage of hazardous waste for periods in excess of one year. Sets forth limitations, conditions, and allotment procedures for such grants.
