Summary
Amends the Federal criminal code to require that any individual convicted of a Federal offense pay an assessment to be used for the construction of State prisons. Establishes in the Treasury the State Prison Construction Fund to aid States in constructing prisons. Requires that all amounts received from assessments imposed under this Act be deposited into the Fund.
