Summary
Amends part A (Aid to Families with Dependent Children) of title IV of the Social Security Act to direct the Secretary of Health and Human Services to make grants to organizations to train individuals in child development and family relationships. Authorizes appropriations. Instructs the Secretary to authorize organizations to conduct demonstration projects to implement strategies for training personnel to work with foster parents and families whose children are at risk of being placed in out-of-home care. Authorizes appropriations.
