Declares that it is the policy of the United States that: (1) sole purpose of the decennial enumeration of the population is to allow for the reapportionment of Representatives in Congress among the several States; (2) the only information needed to carry out that purpose are the names, ages, and the number of individuals residing in a household and the address or location of such household; and (3) the penalty for refusing or neglecting to answer questions on a decennial census questionnaire shall be imposed only in the case of individuals failing to provide such information.
