Summary

Amends the Small Business Act to provide that the cost to an awarding agency under a Government procurement contract awarded to a small bsuiness under the set-aside program shall not exceed the estimated current fair market price of the work to be performed. Sets forth a formula for the determination of such cost. Provides that small businesses shall be entitled, upon request, to a written statement detailing the method used by such agency to estimate the current fair market price for such contracts and to protest the use of such method to the Comptroller General.
