Summary
Amends title XVIII (Medicare) of the Social Security Act to establish the Special Commission on Quality Assurance and Utilization Control in Home Health Care. Outlines the duties of the Commission including: (1) a study, investigation, and review of the provision of home health care and services; and (2) the development of a detailed plan for quality assurance and utilization control in home health care.
