Summary
Amends the Omnibus Crime Control and Safe Streets Act of 1968 to: (1) increase authorized appropriations for FY 2000 for the law enforcement and prosecution grant program to combat violent crimes against women; and (2) authorize appropriations for FY 2000 for grants to designated governmental entities to encourage arrest policies with respect to domestic violence. Amends the Violence Against Women Act of 1994 to authorize appropriations for FY 2000 for the Rural Domestic Violence and Child Abuse Enforcement Grant Program.
