Summary
Amends the Service Contract Act of 1965 to require entities that enter into services contracts with the United States or the District of Columbia, where the total of the amount of the revenue generated by such services during the year prior to the award of the contract and the amount of the value of the contract is in excess of $100,000, to offer to the employees that carry out such services before the award of the contract a right of first refusal to continue employment for such purpose after the award of the contract.
