Summary

Amends the Endangered Species Act of 1973 to authorize, in accordance with the Convention on International Trade in Endangered Species of Wild Fauna and Flora, the export or sale of 7,430 pelts of river otter without State tags, proof of origin, or proof of year of harvest. States that any subsequent sale or transportation of such pelts shall not be considered a violation of the Act.
