Waives for contract periods beginning on July 1, 1996, and ending on June 30, 1998, with respect to facilities of HealthCare USA, Inc. and Ultramedix Health Care Systems Inc. operating in Florida, the requirement under the Social Security Act that Medicare and Medicaid beneficiaries constitute less than 75 percent of the membership of a participating health maintenance organization.
