Amends Federal law to exempt from the prohibition on certain political activities any individual employed by the District of Columbia government who is paid from the appropriation for the office of the Mayor of the District of Columbia or for the Council of the District of Columbia. Authorizes the District of Columbia Council to enact legislation regarding the political activity of such individuals.
