Prohibits hospitals or other health services facilities which receive Federal support from compensating physicians and other persons for the referral of patients for treatment. Directs the Secretary of Health, Education, and Welfare to promulgate regulations enforcing the policy of this Act, including procedures for suspension of Federal support in the care of violations by hospitals.
