Summary

Farmers Home Administration Improvement Act of 1992 - Amends the Consolidated Farm and Rural Development Act to prohibit the Secretary of Agriculture from: (1) requiring a specified cash flow percentage in order to qualify for a guaranteed real estate or operating loan; and (2) penalizing a farmer whose production is negatively affected by administrative delay. Provides for an expedited following-year loan application process in the case of an applicant whose farm operations and financial situation remain substantially unchanged.
