Summary
Farmers Home Administration Improvement Act of 1992 - Amends the Consolidated Farm and Rural Development Act to prohibit the Secretary of Agriculture from: (1) requiring a specified cash flow percentage in order to qualify for a guaranteed real estate or operating loan; and (2) penalizing a farmer whose production is negatively affected by administrative delay. Provides for an expedited following-year loan application process in the case of an applicant whose farm operations and financial situation remain substantially unchanged. Limits to one year the period for which inventory land shall be held for sale or lease to socially disadvantaged farmers or ranchers.
