Amends the Marine Protection, Research, and Sanctuaries of 1972 to require anyone dumping dredged material into the Long Island Sound to first obtain a dumping permit from the Administrator of the Environmental Protection Agency (Previously only those dumping more than 25,000 cubic yards were required to obtain permits).
