Summary
Amends title XVI (Supplemental Security Income) (SSI) of the Social Security Act to substitute vouchers in lieu of cash payments for SSI benefits for a blind or disabled child who has not attained 18 years of age. Prescribes guidelines under which the Social Security Administration must provide a written notification of cooperation in suspected cases of fraud to the Inspector General of the Department of Health and Human Services and the appropriate State agency counterpart.
