Summary
Amends the Education of the Handicapped Act to provide that a free appropriate public education will be available for any handicapped child who has attained 21 years of age for a period which is at least equal in length to any period, occurring before such child attained 21 years of age, in which such child was eligible to receive, but was not provided with, such free appropriate public education.
