Summary
Amends Federal law (known as the Intergovernmental Personnel Act) to treat the assignment: (1) of a Federal agency employee to another organization (especially a federally funded research and development center (FFRDC)) in the same way as an assignment of a Federal agency employee to a State or local government; and (2) of an employee of any other organization (especially an FFRDC) in the same way as an assignment of a State or local government employee to a Federal agency.
