Financial Aid for Skill Enhancement Act of 2000 - Amends the Higher Education Act of 1965 to establish a direct loan program for less-than-half-time students to acquire and improve their job skills. Amends the Internal Revenue Code with respect to employer-provided educational assistance programs to exclude from an employee's gross income any employer payments on such student loans.
