Summary
Authorizes the District of Columbia government to recover by set-off against retirement funds, the amounts due from former employee debtors. Provides that for tax indebtedness purposes the set-off shall not be permitted unless the tax indebtedness has first been reduced to judgment by a court. (Amends 5 U.S.C. 8346)
